The time of the true dawn in which prayer is permissible

Machine translationRead the Arabic original
Our sister also says at the end of her letter: What is the ruling on praying the Fajr prayer after the light of dawn appears?
Answer: Once the dawn has risen and the true dawn, which spreads in the east, has become clear, then both the woman and the man may validly perform the Fajr prayer as soon as it becomes clear. This is because there are two dawns: the true dawn, which spreads in the sky in the eastern direction and widens, and the false dawn, which stretches vertically in the horizon and then disappears and vanishes. When the true dawn, which spreads in the east, arrives, the time of Fajr begins with it and the prayer becomes valid. However, it is best not to rush until the dawn becomes clear and splits, and is distinct, while the darkness remains. This is the best course. The man goes to the mosque and prays with the people. The mosques are aware of this matter, meaning that they do not rush until the dawn becomes clear. This is obligatory for the imams to pay attention to the dawn and not to rush until the rising of the dawn is confirmed and the dawn becomes clear, and then they pray while it is still dark. This is the best. The time continues until the sunrise, but it is not permissible to delay the prayer until the sunrise, and it is disliked to delay it until the light is abundant. However, the Sunnah is to hasten to perform it after confirming the rising of the dawn and its clarity. But as long as there is some darkness, this is the best. Yes.
