Question:
The sisters who asked, using the initials (M. N) for their names, say in this question:
Your Eminence, we are sisters from the Eastern Province. Some of us are employees, some are university professors, and some are studying in the advanced university studies program. We have a father—may Allah guide him—who rejects everyone who proposes to us, even though the suitors include qualified men, men of good character, and men committed to obeying Allah. Our father rejects them on the basis of weak excuses that have no authority from Allah. He says that he will not marry us off unless the suitor is from our city, even though he, may Allah guide him, is married to two women from the same city. We ask Your Eminence, Shaykh Abdul Aziz, to advise our father and guide him to the truth in the program *Nur 'ala al-Darb*.

Answer:
In the name of Allah, the Most Gracious, the Most Merciful.
Praise be to Allah, and may Allah send prayers and peace upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
It is obligatory for all guardians to fear Allah regarding those under their guardianship and to marry them off when a suitable suitor proposes, whether the guardian is a father, grandfather, son, brother, uncle, or otherwise.
It is obligatory for the guardian to fear Allah and to hasten to marry off the one under his guardianship, whether she is his daughter, his sister, or otherwise. It is not permissible for him to be lax in this matter or to make excuses based on things that have no basis. This is based on the saying of the Prophet (peace and blessings be upon him):
When someone whose religion and character you are pleased with proposes to (someone under the care) of one of you, then marry to him. If you do not do so, then there will be turmoil (Fitnah) in the land and abounding discord (Fasad).إذا خطب إليكم من ترضون دينه وخلقه فزوجوه، إلا تفعلوه تكن فتنة في الأرض، وفساد كبير

and his saying (peace and blessings be upon him):
Young man, those of you who can support a wife should marry, for it keeps you from looking at strange women and preserves you from immorality; but those who cannot should devote themselves to fasting, for it is a means of suppressing sexual desire.يا معشر الشباب، من استطاع منكم الباءة فليتزوج، فإنه أغض للبصر، وأحصن للفرج، ومن لم يستطع فعليه بالصوم، فإنه له وجاء

When a woman is proposed to, she must be married off if the suitor is suitable, because that is what best protects her chastity, lowers her gaze, and keeps her farthest from temptation, whether she is a teacher, a student, an employee, or otherwise, and whether she is in need of her salary or not.
The father and others must fear Allah, watch over their conduct before Allah, and beware of wronging a daughter by delaying her marriage. Rather, when a suitable suitor proposes, whether he is from her country, her tribe, or from another country or tribe, as long as he is suitable in his religion, it is obligatory to marry her to him. This is based on his saying (peace and blessings be upon him):

He did not say: from your family, from your tribe, or from your country. No, the important thing is the soundness of his character and his religion.
It is not permissible to keep a woman confined for the sake of her salary, or for her to serve him, or for anything similar. Rather, he must marry her off, fear Allah regarding her, and seek someone else to serve him, such as a servant or a wife he marries. As for keeping his daughter or sister confined so that she serves him, or so that he can take her salary, this is injustice. The Messenger (peace and blessings be upon him) said:
Be on your guard against committing oppression, for oppression is a darkness on the Day of Resurrectionاتقوا الظلم، فإن الظلم ظلمات يوم القيامة
