Question:
If I have a cousin whom I proposed to, and she refused to marry me, knowing that there are other men who want her who are not righteous, is it permissible for me to prevent him from marrying her, knowing that he is not a relative of hers? Also, she has righteous paternal uncles' sons who are proposing to her, and she refuses them?

Answer:
No relative has the right to prevent a woman from marrying, or to restrict her as was done in the pre-Islamic age of ignorance. This is prohibited; this is not permissible. No one has the right to restrict a woman to marrying only a specific person, not her father, nor anyone else. Even her father does not have the right to restrict her to a specific person, such as his nephew, or his daughter's son, or the like. This is injustice, and it is never permissible. Rather, if someone proposes to her whose religion, character, and trustworthiness she approves of, he should marry her. As for keeping her for his nephew, or his cousin, or someone from his tribe only, and not from other tribes, this is reprehensible. This is injustice and a pre-Islamic practice.
But if a suitable match is found, he must marry her, even if she rejected her paternal uncles' sons, her maternal uncles' sons, and her relatives, and asked for another person who is a suitable match for her. There is no harm in his marrying her to her suitable match, even if he is not one of her relatives. This is what is obligatory for him, because Allah (Exalted and Majestic is He) said:
Indeed, the most noble of you in the sight of Allah is the most righteous of youإِنَّ أَكْرَمَكُمْ عِنْدَ اللَّهِ أَتْقَاكُمْ
[Surah al-Hujurat: 13] And in the hadith:
When someone whose religion and character you are pleased with proposes to (someone under the care) of one of you, then marry to him. If you do not do so, then there will be turmoil (Fitnah) in the land and abounding discord (Fasad).إذا خطب إليكم من ترضون دينه وخلقه فزوجوه، إلا تفعلوا؛ تكن فتنة في الأرض، وفساد كبير

So if a suitable match from the Arabs proposes to her, and she is an Arab woman from the freed slaves, or a freed slave woman from the non-Arabs, or a non-Arab woman, there is no harm in marrying her. He does not have the right to prevent her except for a legitimate Shari'ah excuse, either because the suitor is a disbeliever, or because he is unsuitable due to his apparent corruption, his apparent sins, or because marrying her to him would cause fitnah (trial, discord or temptation) between him and her family, because he is not from their tribe, and not from the Arabs who marry their like, and marrying her to him would result in fitnah between them and great corruption. In that case, this is to be avoided. But for the sake of desire, and for the sake of obeying Zayd and 'Amr among her relatives, this is injustice that is not permissible. We ask Allah for safety.
