Question:
The questioner says: If a woman menstruates, everything in 'Umrah or Hajj is valid for her except the tawaf, as stated in the hadith. So, if a woman arrives at the miqat while menstruating, makes the intention for 'Umrah, and performs the sa'y, but still has the tawaf remaining, should she wait until she is purified, then perform the tawaf and complete the 'Umrah, or not?

Answer:
It is obligatory for her to wait; it is not permissible for her to perform the tawaf while menstruating. However, she should not perform the sa'y before the tawaf. The sunnah (recommended practice) is to delay the sa'y. The Prophet (peace and blessings be upon him) performed the tawaf, then the sa'y. So, the sunnah for her is to delay the sa'y along with the tawaf; this is the sunnah. When she is purified, she performs the tawaf and the sa'y. And praise be to Allah. Yes.
