Question:
The questioner from Makkah al-Mukarramah says, “Your Eminence, if a person performs wudu with water, and then another person performs wudu with that same water, whether out of necessity or not, is this permissible?”

Answer:
If the water is collected and a person performs wudu with it, and then enough remains for the second person’s wudu, the correct view is that there is no harm in it. It does not become ritually impure, nor does its purity disappear. The correct view is that it remains pure. So if another person performs wudu with it, provided it is in a collected container and another person performs wudu with it, the correct view is that purity is achieved with it.
Some scholars said that it remains pure but not purifying, meaning that purity is not achieved with it. There is no evidence for this, and the correct view is that it is purifying. So if a person purifies himself from a small pool or a large container, and then pours the water he used for purification into another container, and another person performs wudu with it, there is no harm. The point is that if the water used for purification is collected in a container, and a person bathes or performs wudu with it, there is no harm, provided it is not ritually impure. It is merely the washing of his face and arms, and the wiping of his head and ears. This does not make it ritually impure, nor does it deprive it of its purifying quality, according to the stronger opinion.
However, leaving it and performing wudu with fresh water, in order to avoid the disagreement, is better. This is in the context of:
