Question:
This questioner, O Shaykh, says: What is the ruling on one who says, "I pledge myself to do such and such," but does not do it? Does he owe an expiation?

Answer:
If he pays an expiation, that is good. It is not an oath. An oath is when one says, "By Allah," or "By Allah," or "By Allah," or "By Allah." But a pledge is not an oath. However, some scholars hold that an expiation for an oath is due in this case; because the Messenger of Allah (peace and blessings be upon him) commanded the fulfillment of pledges, and Allah commanded that:
And fulfill the covenant of Allah when you have taken itوَأَوْفُوا بِعَهْدِ اللَّهِ إِذَا عَاهَدْتُمْ
[Al-Nahl: 91], and the Prophet (peace and blessings be upon him) criticized the hypocrites and said:
Three are the signs of a hypocrite: when he spoke he told a lie, when he made a promise he acted treacherously against itآية المنافق ثلاث: إذا حدث كذب، وإذا وعد أخلف..

He should fulfill the promise, and if he breaks it, let him seek forgiveness from Allah. If he pays an expiation for an oath for that, it is good.
