Q 2: Whatis the ruling on two men who make a pact regarding something and reciting al-Fatihah? Is it obligatory to fulfill the pact, and what is the expiation? ؟
A 2: Reciting al-Fatihah at the time of a pledge has no basis. If the pledge is to do something permissible, it is obligatory to fulfill it; as Allah the Exalted said:
[Al-Isra 17:34] , and as He the Exalted said: [An-Nahl 16:91] , and as the Prophet (peace and blessings be upon him) said: Sahih al-Bukhari 33 It is agreed upon as authentic from the hadith of Abu Hurayrah (may Allah be pleased with him). And in (the two Sahihs) from the hadith of 'Abdullah ibn 'Amr ibn al-'As (may Allah be pleased with them both), that the Prophet (peace and blessings be upon him) said: Sahih al-Bukhari 34 . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

And fulfill [every] commitment. Indeed, the commitment is ever [that about which one will be] questioned.
وَأَوْفُوا بِالْعَهْدِ إِنَّ الْعَهْدَ كَانَ مَسْئُولاAnd fulfill the covenant of Allah when you have taken it
وَأَوْفُوا بِعَهْدِ اللَّهِ إِذَا عَاهَدْتُمْThe signs of a hypocrite are three: 1. Whenever he speaks, he tells a lie. 2. Whenever he promises, he always breaks it (his promise ). 3. If you trust him, he proves to be dishonest.
آية المنافق ثلاث: إذا حدث كذب وإذا وعد أخلف وإذا اؤتمن خانWhoever has the following four (characteristics) will be a pure hypocrite and whoever has one of the following four characteristics will have one characteristic of hypocrisy unless and until he gives it up. 1. Whenever he is entrusted, he betrays. 2. Whenever he speaks, he tells a lie. 3. Whenever he makes a covenant, he proves treacherous. 4. Whenever he quarrels, he behaves in a very imprudent, evil and insulting manner.
أربع من كن فيه كان منافقًا خالصًا، ومن كانت فيه خصلة منهن كانت فيه خصلة من النفاق حتى يدعها: إذا حدث كذب وإذا وعد أخلف وإذا خاصم فجر وإذا عاهد غدر
