Praise be to Allah, Lord of the worlds, and may peace and blessings be upon our Prophet Muhammad, and upon his family and all his Companions:
He (may Allah have mercy on him) said: "Chapter on Fulfilling the Covenant and Carrying Out the Promise:
Allah the Exalted said:
And fulfill [every] commitment. Indeed, the commitment is ever [that about which one will be] questioned. وأوفوا بالعهد إن العهد كان مسؤولا
[Al-Isra 17:34]

And He the Exalted said:
And fulfill the covenant of Allah when you have taken it وأوفوا بعهد الله إذا عاهدتم
[An-Nahl 16:91]
.
And He said:
O you who have believed, fulfill [all] contracts. يا أيها الذين آمنوا أوفوا بالعقود
[Al-Ma'idah 5:1]
.
And He the Exalted said:
(2) O you who have believed, why do you say what you do not do? (3) Great is hatred in the sight of Allah that you say what you do not do. يا أيها الذين آمنوا لمَ تقولون ما لا تفعلون كبر مقتًا عند الله أن تقولوا ما لا تفعلون
[As-Saf 61:2-3]

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
The author (may Allah have mercy on him) said: "Chapter on Fulfilling the Covenant and Carrying Out the Promise": The covenant is what a person pledges to another, and it is of two types:
A covenant with Allah, and a covenant with the servants of Allah. As for the covenant with Allah (Mighty and Majestic), Allah the Exalted and Exalted said in His Book:
And [mention] when your Lord took from the children of Adam - from their loins - their descendants and made them testify of themselves, [saying to them], "Am I not your Lord?" They said, "Yes, we have testified." وإذ أخذ ربّك من بني آدم من ظهورهم ذرّيتهم وأشهدهم على أنفسهم ألستُ بربّكم قالوا بلى شهدنا
[Al-A'raf 7:172]
: So Allah took the covenant from all His servants to worship Him and not associate anything with Him, because He is their Lord and Creator.
As for the covenant with the servants of Allah: such as the covenants that occur between people, between a person and his Muslim brother, between Muslims and disbelievers, and other known covenants, Allah the Exalted commanded the fulfillment of the covenant, so He (Mighty and Majestic) said:
And fulfill [every] commitment. Indeed, the commitment is ever [that about which one will be] questioned. وأوفوا بالعهد إن العهد كان مسؤولاً
[Al-Isra 17:34]
: meaning that the fulfillment of the covenant is something for which a person is held accountable on the Day of Resurrection; he is asked about his covenant, whether he fulfilled it or not? And He the Exalted said:
And fulfill the covenant of Allah when you have taken it وأوفوا بعهد الله إذا عاهدتم
[An-Nahl 16:91]
: meaning do not break the covenant. And He the Exalted said:
(2) O you who have believed, why do you say what you do not do? (3) Great is hatred in the sight of Allah that you say what you do not do. يا أيها الذين آمنوا لمَ تقولون ما لا تفعلون كبر مقتًا عند الله أن تقولوا ما لا تفعلون
[As-Saf 61:2-3]
: And if a person pledges and does not fulfill it, he has said what he does not do. For example, if you say to a person, "I pledge to you that I will not reveal the secret between me and you," or "I pledge to you that I will not reveal what you did in such and such," and then you break it and reveal it, this is saying what one does not do:
why do you say what you do not do? لم تقولون ما لا تفعلون
[As-Saf 61:2]
. And His saying:
great is hatred [of them] in the sight of Allah كبر مقتا عند الله
[Ghafir 40:35]
: means it is a great hatred in the sight of Allah that you say what you do not do, for Allah hates this thing and loves those who fulfill their covenants when they pledge. And Allah will, if He wills, bring the rest of the speech regarding the hadiths in the chapter.
