Question:
If a woman visits the city of the Messenger (peace and blessings be upon him) and passes by the martyrs of Uhud and the people of al-Baqi', knowing that she did not enter the graves but remained behind the existing fence, and she hesitates about the reported du'a' when visiting graves, is it permissible for her to do so?

Answer:
The apparent meaning of the hadiths is prohibition; because she is prohibited from visiting graves, and this resembles visiting, and it is a means to visiting. So if she passes by the graves, she should not greet them, based on what came in the hadith
That the Messenger (peace and blessings be upon him) cursed the women who visit gravesأن الرسول ﷺ لعن زائرات القبور
. The precaution for her is not to greet them; because it may be called visiting. So the best and most cautious course is not to greet them, even if it is just passing by. Just as it is not permissible for her to intend to visit; rather, this is for men. Yes.
