Question:
This is a questioner who did not mention his name in this letter. He says: O Shaykh, I have children of a half-brother (from my father). Is it permissible for me to give them zakah based on the verse:
Awla laka fa awlaأَوْلَى لَكَ فَأَوْلَى
? And is it permissible for me to set up a monthly salary for them from this zakah, rather than a single lump sum, meaning: over the course of the year? Please inform us, O Shaykh?

The Shaykh: Repeat, repeat.

Answer:
If they are poor, there is nothing wrong with it, provided they are not in your custody, not on your financial maintenance, but are independent, and they are poor. There is no objection to giving them from the zakah.
As for scheduling it for them, there is nothing wrong with it if it is paid in advance. However, delaying it is not allowed. It is obligatory to hasten in distributing the zakah. But if it is paid in advance, you may pay it to them before its due time, and there is nothing wrong with that. However, delaying it is not allowed. Rather, when the lunar year of possession has passed, it is obligatory to distribute the zakah to them and to others among those who are entitled to zakah, without postponing it.
