The question is: Does he fulfill this vow in the city where he made it, or in the city where he currently resides, given that he specified that vow for the city from which he departed, Your Eminence?

In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance.

Therefore, the one who made the vow must fulfill his vow. The Prophet (peace and blessings be upon him) said:Sahih al-Bukhari 6696. If he specified that the camel is for the poor of that village, he slaughters it there and distributes it among the poor of the village to carry out his vow.
As for if he did not specify a particular party, and he vowed without specifying a particular party; then he distributes it anywhere, to the poor and the needy as he vowed.
