Question:
I vowed that if Allah the Exalted would expel the Russian communists from the Muslim land of Afghanistan, I would build a mosque for Allah there. They have withdrawn from it—by the grace of Allah the Exalted—but I am unable to fulfill my vow at present. The reason is the multitude of problems, the events of fitnah (trial, discord or temptation), and the fighting that has been ongoing there since the war stopped until now.
The question, O Shaykh: Is it permissible to change the location for building the mosque to another place in the lands of the Muslims, or should I wait until the situation in Afghanistan calms down and fulfill my vow in its proper place? May Allah reward you with good.

Answer:
In the name of Allah, and all praise is due to Allah, and may the blessings and peace be upon the Messenger of Allah. After that:
It is obligatory for you to fulfill the vow in its proper place if you are able; because of the saying of Allah the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16], and the saying of the Prophet (peace and blessings be upon him):
Whoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.من نذر أن يطيع الله فليطعه، ومن نذر أن يعصي الله فلا يعصه

. It was narrated by Muslim in his Sahih.
