Question:
Our brother asks and says: Television is an entertainment medium through which the images of women, men, animals, and others are displayed. What do you say about these moving images, specifically the appearance of women on television in their ordinary attire or in their Islamic hijab, with their seductive voices?

Answer:
The appearance of women on television in a state of tabarruj (displaying adornment) or with uncovered faces is not permissible. However, if they appear wearing the hijab, with their bodies and faces covered, delivering a sermon, speaking, providing guidance and instruction, or reporting on something, there is no harm in that, just as one might inform a gathering or a place that she did such-and-such, or that she said such-and-such, or the like.
As for her appearing in a state of tabarruj with an uncovered face, this is not permissible, neither on television nor elsewhere, with regard to non-mahram men. Even if it is in her own home or in her own gathering, it is not permissible for her to do so. On television, it is even worse, because she appears to an uncountable number of people. Therefore, it is a great evil and it is not permissible to do it.
If she is in a state of tabarruj, beautifying herself and adorning herself, the sin becomes more severe, the act more ugly, and the fitnah (temptation) more intense. Likewise, as mentioned earlier, if a man appears on television with his 'awrah (nakedness) exposed, as may happen in some games, such as sports, or otherwise, this is also not permissible, even if it is a man. For example, if his 'awrah, his thigh, or his private parts are exposed, this is an evil that is not permissible. In fact, he must at least cover his 'awrah, which is the area between the navel and the knee.
Likewise, the appearance of effeminate men who tempt people with tight or transparent clothing, or by exposing their thighs, all of this is fitnah and is not permissible. This is because the fitnah of an effeminate man may be more severe than that of a woman. Therefore, one must be cautious and stay away from the causes of fitnah, whether in his clothing or in the beautifications he may apply to his face, or in other things that tempt people. In fact, he must guard against the causes of fitnah, because many people may be tempted by an effeminate man more than by a woman.
Therefore, it is obligatory for men and women to stay away from the causes of fitnah, and for their appearance on television to be in a manner that does not harm people and does not lead to fitnah, neither from the side of the woman nor from the side of the man. We ask Allah for guidance and well-being for everyone. Yes.
