If he reaches puberty, he is obligated, and if he is able to perform Hajj, he must perform it himself. The fact that he cannot hear or speak does not prevent him from performing Hajj, for this does not hinder the performance of Hajj. He is able to perform Hajj with the people and attend the sacred sites, even if he does not speak and even if he does not hear.
As for one who is unable to perform Hajj due to old age, or if he dies, then someone performs Hajj on his behalf. But if he is strong and able to perform Hajj, yet he is not a hearer or not a speaker, this does not prevent him, just as blindness does not prevent it. The blind, the deaf, and the mute, all of them are obligated to perform Hajj if they are able. They attend with the people, they attend 'Arafah and the sacred sites, and they do what Allah (Exalted and Majestic is He) has prescribed.
