Q: I am a man who is 29 years old, and I want to perform the obligatory Hajj, but I am disabled. I was afflicted with an illness in my childhood that completely prevented me from walking. So how should I act to perform the obligatory Hajj?
A : If you are physically unable in a way that is not expected to be cured, it is obligatory for you, if you have money, to pay from it to a person who has already performed Hajj and 'Umrah for himself, so that he may perform the obligatory Hajj and 'Umrah on your behalf, as they are obligatory upon you. This is due to the generality of the saying of Allah the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
, and the saying of the Prophet (peace and blessings be upon him):
And if I order you to do something, then do of it as much as you can.إذا أمرتكم بأمر فأتوا منه ما استطعتم

, and from Ibn 'Abbas (may Allah be pleased with them both),
A woman from Khath'am said: O Messenger of Allah, my father has reached the age of old age and the obligation of Hajj has come upon him, but he is too old to sit steadily on the back of his camel. He said: Perform Hajj on his behalf.أن امرأة من خثعم قالت: يا رسول الله: إن أبي أدركته فريضة الله في الحج شيخًا كبيرًا لا يستطيع أن يستوي على ظهر بعيره، قال: فحجي عنه
agreed upon as authentic. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
