Question:
A person performed Hajj, and then after Hajj he performs 'Umrah from al-Tan'im. What is your opinion regarding those who do this frequently?

Answer:
If they have not previously performed the obligatory 'Umrah, they should perform 'Umrah after Hajj. If they have already performed it, that is sufficient for them. They should not cause confusion for the people, nor should they crowd them. It is sufficient, and praise be to Allah, because there is severe crowding after Hajj. Therefore, it is better for the believer, if he has already performed 'Umrah, not to crowd the people, and not to make things difficult for the people and for himself. He should make room for the people.
The Companions, with the Prophet (peace and blessings be upon him), did not have anyone perform 'Umrah after they finished their rituals. They headed to Madinah. The Messenger and his Companions did not perform 'Umrah. None of them performed 'Umrah except A'ishah alone. So A'ishah asked the Prophet (peace and blessings be upon him), and he made her perform 'Umrah. Otherwise, the scholars mentioned that none of the Companions performed 'Umrah after Hajj, nor did the Prophet (peace and blessings be upon him). We have an example in them.
So the best is to leave that; because this leads to crowding and hardship. Except for a person who has not previously performed 'Umrah—has not performed 'Umrah in Islam—then he performs 'Umrah after Hajj. And if it is easy for him to delay until the people decrease, that is good.
