Ruling on appointing a proxy for one who is prevented from completing 'Umrah

Machine translationRead the Arabic original
Question:
The questioner : O Shaykh, I performed 'Umrah with my father, but he was unable to complete the sa'y between al-Safa and al-Marwah due to severe pain in his knee. I completed three rounds on his behalf. Is that sufficient? Please note that he said at the miqat: "If I am prevented, then my place of exit is where I am prevented." Please advise us, may Allah reward you with good.

Answer:
The Shaykh : No, that is not sufficient. He must perform the sa'y, even if he is carried. You cannot act as his proxy. He must repeat the sa'y now with the intention of the previous 'Umrah, and he must repeat the shortening of his hair or the shaving. If he had intercourse with his wife, he must offer a sheep for the 'Umrah. He must also repeat the 'Umrah if he had intercourse with his wife.
The Shaykh : The 'Umrah is invalid. He must complete it by performing the sa'y, even if he is carried. If he has recovered, praise be to Allah, he should walk and repeat the shortening or shaving of his hair. Then he must repeat the entire 'Umrah from the miqat from which he entered the state of ihram for the first 'Umrah. This is because if a person has intercourse before completing the 'Umrah, before finishing the sa'y, the 'Umrah is invalid.
The Shaykh : He must complete it by performing the sa'y, and repeat the shortening or shaving of his hair, and it is complete, praise be to Allah. He owes nothing, unless he had intercourse with his wife after this; in that case, he must repeat the 'Umrah again, along with a sheep to be slaughtered in Makkah for the poor, as expiation for his intercourse with her before the completion of the 'Umrah.
As for you completing it on his behalf, that is not allowed; because it is obligatory for him to perform the circumambulation, even if he is carried in a cart. Allah (Mighty and Majestic) says:
The Shaykh : If a person is unable and cannot reach Makkah, and cannot perform tawaf or sa'y, then Hajj is performed on his behalf. But the one who arrived and was afflicted with a sudden condition in his leg or knee, this person is carried.
