Question:
In these days, diseases caused by the evil eye are spreading, and they take pride in it, and it affects some people. What is your advice to these people?

Answer:
It is obligatory to be cautious, and for a person to be careful. If the evil eye is intentional, he must guard against it. If it is known that he is doing it intentionally, he must be held accountable for it and punished. However, if it is without his choice, he has no power over it; Allah does not burden a soul beyond what it can bear.
And the Muslim says morning and evening: "I seek refuge in the perfect words of Allah from the evil of what He created" three times, and he recites the Verse of the Throne after every prayer:
Allah - there is no deity except Him, the Ever-Living, the Sustainer of [all] existenceاللَّهُ لَا إِلَهَ إِلَّا هُوَ الْحَيُّ الْقَيُّومُ
[al-Baqarah:255], and he recites
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas 112:1]
and the two Quls three times morning and evening and seeks safety, so the evil eye and nothing else harms him.
So he recites
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas 112:1]
and the two Quls three times morning and evening, as protection from all evil, and he recites the Verse of the Throne after every prayer, for in it is protection from all evil, and he recites it also:
Allah - there is no deity except Him, the Ever-Living, the Sustainer of [all] existenceاللَّهُ لَا إِلَهَ إِلَّا هُوَ الْحَيُّ الْقَيُّومُ
[Al-Baqarah 2:255]
when going to sleep.
All of these are among the means of protection, and he says: "I seek refuge in the perfect words of Allah from the evil of what He created" three times night and day, and "In the name of Allah, with Whose name nothing on earth or in heaven can cause harm, and He is the All-Hearing, the All-Knowing" three times night and day, among the means of protection, and he recites the last two verses of Surat al-Baqarah every night:
The Messengerآمَنَ الرَّسُولُ
[al-Baqarah:285], so these are among the means of well-being from all evil.
