Answer:
This is not valid; it is not permissible. This is taking money without right. It is not permissible to hire them except for their benefit, as was issued by the state, as was issued by the Committee of Senior Scholars. The hiring should be to the extent that the state has permitted; because this is a matter of public benefit.
