As for bringing them in to be workers or employees there, or the like of that, it is not permissible; rather, one must be cautious of them, and one should do without them by employing Muslim workers, and suffice with them in work instead of the disbelievers, except in the case of extreme necessity that the one in authority sees for bringing in some of them for matters that are absolutely necessary, and there is no one among the Muslims to do them, or a craft that the Muslims do not master, and the need for it is pressing, or the like of that. Then, after the need for them ends, they are returned to their lands, just as the Prophet (peace and blessings be upon him) allowed the Jews to remain in Khaybar out of necessity, and then 'Umar (may Allah be pleased with him) expelled them when the need for them ceased.
