Yes, some scholars have said so, but there is no clear text regarding this. Rather, it is one of the greatest obligations of Islam. The pillars are five, well known, and the Prophet (peace and blessings be upon him) specified them. He (peace and blessings be upon him) said:
Islam is built on fiveبُني الإسلام على خمسٍ

meaning: upon five foundations
the testimony of La Ilaha Illallah, and that Muhammad is the Messenger of Allah, the establishment of the Salat, giving the Zakat, fasting (the month of) Ramadan, and performing Hajj to the House.شهادة أن لا إله إلا الله، وأنَّ محمدًا رسول الله، وإقام الصلاة، وإيتاء الزكاة، وصوم رمضان، وحج البيت

So whatever Allah has made obligatory upon us, we must adhere to it, and whatever Allah has forbidden for us, we must adhere to leaving it. All of this is among the obligations. If you call it a foundation or a pillar of Islam, meaning that it is an obligation of Islam, there is no dispute in terminology.
