As for the souls of the believers, they are in Paradise. The Prophet (peace and blessings be upon him) informed us of this in an authentic hadith: that the soul of a believer is a bird that perches in the trees of Paradise.
As for the souls of the sinners, Allah knows best about them, and likewise the souls of the disbelievers. Allah has promised them the Fire, and they have their share of the Fire. As for where their place is within it, and whether they are in it at all times or only at some times, Allah knows best. Allah the Exalted said regarding the family of Pharaoh: [Ghafir: 46]. He did not say at all times: [Ghafir 40:46], then He said: [Ghafir: 46].
So the souls of the disbelievers have their share of the Fire in the barzakh (the interval between death and resurrection). As for their abode: whether it is in the graves, or in another place, or on the edge of the Fire, or near the Fire, or whether they are transported to it at intervals, Allah knows best about that.
