The ruling on making excuses due to being busy when one does not wish to visit

Machine translationRead the Arabic original
Question:
The following message was received by the program from one of the listening brothers, or rather from one of the listening sisters. She says: Your sister in Allah (A. A. A.) from Riyadh is asking a collection of questions, one of which is: My neighbors invite me to visit them, but sometimes I say, "I have work," because I do not want to go to them. Is this considered lying? And sometimes I say to them, "Insha'Allah," and I do not go to them. Is this also considered breaking a promise? Please inform us, may Allah reward you.

Answer:
The Prophet (peace and blessings be upon him) said in the authentic hadith:
he who believes in Allah and the Last Day should treat his neighbour with kindnessمن كان يؤمن بالله واليوم الآخر فليكرم جاره
Sahih Muslim 47a
And he (peace and blessings be upon him) said:
Jibril – may the Salawat of Allah be upon him – continued to recommend me about (treating) the neighbors so (kindly and politely), that I thought he would order me to make them heirs.ما زال جبريل يوصيني بالجار حتى ظننت أنه سيورثه
Jami` at-Tirmidhi 1942Sahih (Darussalam)
.
Visiting the neighbor, enjoying his company, and being kind to him, if he is poor, with money, with kind words, and by refraining from harm, is a required and prescribed matter.
If the visit involves harm, it is better to leave it and offer an appropriate excuse. If the neighbors have open sins or other things that prevent visiting, there is no harm in making an excuse. And if the visitor says, "Insha'Allah," and his intention is that he will not visit except by the will of Allah, there is no harm.
As for saying, "I have work," when he has no work, he must interpret it. He says, "I have work," meaning: work that prevents visiting. He intends in his heart that by "work" he means work that prevents visiting, such as the appearance of wrongdoings among them, such as the fact that if a visit takes place, backbiting occurs and they do not refrain from backbiting, or witnessing wrongdoings among them. So the one making the excuse says, "I have work," with the intention: "I have work," and it is the evil you have that prevents me from coming. So the result is that if he makes an excuse with something that can be interpreted, so that he is not a liar. Yes.

The presenter: May Allah reward you with good.
