Question:
A message was received for the program from one of the listening brothers, containing a set of questions. The sender (Y. M. R) says: Our brother says: In the Friday prayer, after the adhan, they put a cassette tape in a recorder to recite the Qur'an in a loud voice, so that all the people in the neighborhood can hear it. The people in the mosque listen to this Qur'an until the time for the second adhan arrives, knowing that no one is reciting the Qur'an themselves. Is this action permissible or not?

Answer:
If the people of the mosque agree on that, there is nothing wrong with it. If they agree that one of them recites and they listen to him, or from a tape and they listen to it, because most of them are common people and they desire to hear this reciter, then all of this is fine, just as if they had one of them recite while they listen.
As for doing that without the choice of the people of the mosque, no; because among them are those who want to pray until the imam comes out, and among them are those who like to recite themselves. So I do not see this as appropriate except with their choice and consultation. And if they are confined and a small group, and they agree to this, then there is nothing wrong with one reciting while they listen, or from a tape with a good recitation voice, there is nothing wrong with that if the group is counted and pleased with this thing and agrees to it. Otherwise, what is recommended is to leave the people alone and not put a tape to make them hear the recitation, and not for one to raise his voice over another. Rather, each one recites between himself and himself with a recitation that does not occupy those around him, does not harm those around him, and does not disturb those around him. Each one recites for himself what is easy for him.
Likewise, the one who prays is not disturbed by the recitation of those around him if he lowers it. For some people may pray until the imam enters or until near the imam's entry. So the presence of one who recites with a raised voice disturbs the reciters and the worshippers. And Allah is the One to be sought for help.
