Ruling on replacing the first adhan for the Friday prayer with reciting the Qur'an over the loudspeaker

Q460: The questioner says: The mosque in our area does not call the first adhan for Jumu'ah, but instead limits itself to reciting the Qur'an over the mosque's loudspeaker from the time of the first adhan until the time of the second adhan. What is the ruling in this matter? Please inform us, may Allah reward you.
A460: This is abandoning the Sunnah and introducing a religious innovation. As for the first adhan, it is from the Sunnah of the Rightly Guided Caliphs. 'Umar ibn al-Khattab (may Allah be pleased with him) ordered it during his caliphate when the people increased in number and their locations became distant, and they came to need someone to inform them of the time for the Friday prayer. So he (may Allah be pleased with him) ordered the first adhan to urge the people to attend the Friday prayer. It has remained a Sunnah to this day. The Prophet (peace and blessings be upon him) said:Mishkat al-Masabih 165Sahīh (Zubair `Aliza'i) And 'Umar (may Allah be pleased with him) was one of the Rightly Guided Caliphs, and he did this, and the Muhajireen and the Ansar approved of it during his caliphate, so it became an established Sunnah. Therefore, the one who abandons this adhan, which is the Sunnah of the Rightly Guided Caliph 'Umar (may Allah be pleased with him), and replaces it with reciting the Qur'an from the loudspeaker, this is a religious innovation; because
reciting the Qur'an in this place, and in this manner, is a religious innovation. It is not from the practice of the Prophet (peace and blessings be upon him), nor from the practice of his Companions, nor from the practice of the best generations. It is obligatory for the Muslims to restrict themselves to what is prescribed and not to establish anything from their own selves. Reciting the Qur'an from the loudspeaker does not suffice in place of the adhan. The adhan is the symbol of Islam, which Allah (Glorified and Exalted is He) prescribed for the Muslims. Taking the recitation of the Qur'an as a substitute for the first adhan on Friday is among the newly invented innovations, and this does not suffice in place of the adhan.
