A39: We do not know of any basis for a person reciting to those present on Friday until the imam arrives, neither from the Book nor from the Sunnah nor from the practice
of the Companions or the pious predecessors (may Allah be pleased with them all). Reciting in the manner described in the question is considered one of the newly invented matters that a Muslim should abandon; because it is a newly invented matter, and because it distracts those in the mosque who are praying or reciting the Qur'an from their prayer and recitation.
