What is prescribed for the pilgrims is to occupy themselves with the remembrance of Allah and obedience to Allah during the days of Hajj. During the time of talbiyah, they recite: "Labbaik Allahumma labbaik, labbaik la sharika laka labbaik, innal hamda wan ni'mata laka wal mulk la sharika lak" (At your service, O Allah, at your service, at your service, You have no partner, at your service, all praise and blessing are Yours, and dominion, You have no partner). This is from the time of entering ihram until they begin stoning the Jamarah on the Day of Eid. In 'Umrah, it is until they begin the tawaf. Before beginning the tawaf in 'Umrah, they recite the talbiyah, and in Hajj, they also recite it from the time they enter ihram for Hajj until they begin stoning the Jamarat al-Aqabah, at which point they engage in takbir. To those who had absolute treaties, he threw back their absolute treaties, and to those who had limited treaties, he threw back their treaties until their term expired, remaining until their term ended, then it would cease, unless they entered Islam. He (peace and blessings be upon him) made it clear to them that they are not permitted to enter the Haram while they are polytheists. This was in the year nine. It is obligatory for the state—may Allah guide it—to prevent them from this nonsense and this corruption; because it disturbs the pilgrims and harms the pilgrims, and it may lead to fitnah (trial, discord or temptation), as happened last year on the sixth day of Dhul-Hijjah. When they carried out their noisy, evil processions and proclamations, they collided with the people, and it became a great calamity and much evil. Groups of people were killed and a large number were injured. All of this is due to the causes of their falsehood and their false processions. So it is obligatory for the rulers to prevent them from that, and to prevent others as well if others wish to do so. So whoever comes to Hajj, let him perform the acts of Hajj, and let him be upon dignity and tranquility, as Allah (Mighty and Majestic) said: [Al-Baqarah: 197].
So Hajj is not a place for rafath (lewd speech or action), which is intercourse with a woman before the state of ihram is lifted. Likewise, bad speech and bad action are called rafath. Likewise, all sins are called fisq (open sinfulness). Likewise, arguing and disputing in Hajj is all prohibited. Likewise, Muslims in every place; in India and Pakistan, and in Indonesia, and in Egypt, and in Africa, and in every place, have proclaimed their denunciation of this action and their declaration that it is wrong, and that it is obligatory to abandon it and beware of it, and that it is obligatory for the state to prevent it, and that Islamic states support it in what it has decided regarding the eradication of this munkar (what is wrong) and the care for the safety of the pilgrims, and repelling harm from them, whether from the Shi'ah or from others. This is the duty of the state: to care for the safety of the pilgrims and for them to perform their rituals with tranquility, safety, and well-being, and to take hold of the hands of the foolish among the Shi'ah and others, and prevent them from falsehood and harm and processions.
And if there are explosions, the matter becomes greater and more dangerous. But the state—may Allah guide it—has been lenient in the past, but it is obligatory for it not to be lenient in this; because its danger is great. And it was found in many things with the Iranian pilgrims; they were found with explosives. The state overlooked this in the year 1406 and said: Perhaps they will return from this action and abandon what harms Muslims and harms the pilgrims. But this leniency and covering and this good action did not benefit them, until what happened in the year 1407.
So the point is that what was found from them of explosives in the year 1406, among the furniture they carried, this undoubtedly indicates severe malice and great corruption and bad intentions and bad purpose toward the pilgrims and harming them. It is not permissible for any Muslim to assist the Shi'ah or others in helping them with a knife or a stick or a stone or an explosive. All of that is munkar (what is wrong) and it is not permissible to assist them; because Allah (Glorified and Exalted is He) says: [Al-Ma'idah: 2].
Therefore, whoever assists them in what harms the Muslims is a partner with them in the sin, and it is obligatory to seize them and punish them if they are known. One must not assist anyone who intends to commit blasphemy in the sanctuary of Allah or to harm the pilgrims of Allah. It is not permissible to assist them, not with a stone, not with a knife, nor with anything else that harms the Muslims, whether that criminal is from the Shi'ah or from other than the Shi'ah. This land is a place of safety, and whoever enters it is safe, meaning he must be secured.
