Answer:
It is not permissible to use them for other needs except through a private arrangement between him and the servant outside of working hours. If he and the servant agree at other times that he will serve him and give him what satisfies him and assists him, that is up to him. However, working hours are exclusively for the government workplace, so the servant and other staff work at the government workplace where they are ordered to work. If he has needs, he should have another servant, other than the one belonging to the government—a servant for household needs and other needs—who belongs to his home, to his needs, to his wealth, and is exclusively for him.
As for the government servant, he is to be in government work. If this servant works outside of work during leave time and rest time, through an arrangement between him and his superior, he should not exploit him because he is a servant, but rather it should be assistance between them. He should give him assistance by his choice and consent, not by threat or intimidation; this does no harm. However, if it is by threat or intimidation, saying if he does not do it, then this is not permissible.
