I do not know a reason for this humiliation and this division other than their failure to be upright upon the religion of Allah, their failure to implement the Shari'ah of Allah, and their failure to hold firmly to the rope of Allah all together. Indeed, Allah (Exalted and Majestic) has promised His believing, upright servants victory and support. He (Exalted and Majestic) said:
And Allah will surely support those who support Him. Indeed, Allah is Powerful and Exalted in Might.وَلَيَنْصُرَنَّ اللَّهُ مَنْ يَنْصُرُهُ إِنَّ اللَّهَ لَقَوِيٌّ عَزِيزٌ ۝
[Al-Hajj 22:40]
those who, when We have established them in the land, establish prayer and give zakah and enjoin what is right and forbid what is wrong [Surat al-Hajj: 40-41], and the Prophet (peace and blessings be upon him) said :
O you who have believed, if you support Allah, He will support you and plant firmly your feet.يَا أَيُّهَا الَّذِينَ آمَنُوا إِنْ تَنْصُرُوا اللَّهَ يَنْصُرْكُمْ وَيُثَبِّتْ أَقْدَامَكُمْ
[Surat Muhammad: 7], and He (Glorified and Exalted is He) said:
Allah has promised those who have believed among you and done righteous deeds that He will surely grant them succession [to authority] upon the earthوَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ
[An-Nur 24:55]

So Allah has promised them victory and succession if they believe and do righteous deeds, if they support the religion of Allah, if they enjoin what is right and forbid what is wrong. And what has happened to them today—namely, the disagreement, the delay in supporting the religion of Allah, jihad in His path, enjoining what is right, and forbidding what is wrong—would not have occurred.
This is the secret behind the Muslims' delay and their humiliation: it is that they have not held fast to the rope of Allah, that they have not cooperated in righteousness and piety, and that they have not fulfilled the obligatory duty of enjoining what is right and forbidding what is wrong, and supporting the religion of Allah. According to the extent to which those among them who did so fulfilled this, they achieved some victory. When our Saudi state fulfilled some of the duty, it achieved victory, good, tranquility, and security that others did not achieve. If it had fulfilled all the duty and concerned itself with all the duty, you would have seen victory, support, great honor, and magnificent expansiveness that does not come to mind. But because of what we neglected, and because of our deficiency and shortcoming in some matters and some duties, the deficiency that is with us has occurred.
And so it is with the other states; every state is according to its condition. Every state has some good, some faith, and some piety, and it achieves some good. And the more its evil and corruption increase, the more its affliction increases, the more corruption increases in it, and the more security becomes unstable in it, and so on; as a recompense in kind:
And your Lord is not ever unjust to [His] servants.وَمَا رَبُّكَ بِظَلَّامٍ لِلْعَبِيدِ
[Surat Fussilat: 46] (Glorified and Exalted is He).
