Answer:
This is not permissible. It is obligatory to prevent riba, not to agree to it, and to strive to apply the rulings of Allah’s Shari'ah in banks and elsewhere. This is obligatory for Islamic states to attend to, and to run banks and financial institutions according to the ruling of Allah (Mighty and Majestic), and to exert their utmost effort in this until banks in Islamic countries are rectified according to the Shari'ah of Allah, and to prohibit riba absolutely.
Likewise, man-made laws must be prohibited, except for those that agree with the Shari'ah of Allah (Mighty and Majestic). It is obligatory for Islamic states to judge by the Book of their Lord and the Sunnah of their Prophet, and to beware of following the enemies of Allah in adopting man-made laws that contradict the Shari'ah of Allah.
This is one of the most important obligations upon them, and they have no excuse in this. Rather, it is an absolute obligation upon them to judge by the Shari'ah of Allah, if they are sincere in their claim of Islam. They must judge by the Shari'ah of Allah, and they must also strive to run financial institutions according to the Islamic methodology, and to prohibit riba-based transactions. They should seek the help of people of knowledge in this, so that they establish what should be established to be followed in banks, and in other matters that people engage in which are contrary to the Shari'ah. And Allah is the One to be sought for help.

This is a great sin, and a major one. And if one considers it permissible, he commits disbelief. Whoever considers riba permissible commits disbelief. Whoever considers judging by other than what Allah has revealed permissible commits disbelief.
As for if one does it out of desire, while knowing that he is wrong, a sinner, and an oppressor, he does not commit disbelief by this. He becomes a sinner and a perpetrator of a great major sin. We ask Allah for safety.
And the Muslim must fear Allah, advise his brothers, and direct them to good.
