The correct view is that it does not reach them. Shaykh Taqi al-Din mentioned that it does not reach them without any dispute. Reciting the Qur'an does not reach them, and it is not permissible to take a fee for it either, because nothing has come from the Prophet (peace and blessings be upon him) indicating that it reaches them. Only approaching Allah through charity, Hajj, and 'Umrah reaches them and benefits the deceased. As for the issue of reciting for them, there is no evidence for it. However, supplication benefits them by the consensus of the Muslims. Supplication, yes, but recitation for them has no evidence.
