Is it obligatory for one who mocked the religion and then repented to pronounce the two testimonies of faith?

Machine translationRead the Arabic original
Question:
If one mocks something of the laws of Islam and then repents, is he required to pronounce the two testimonies of faith?

Answer:
If he repents and returns, praise be to Allah, repentance wipes out what came before it. If he repents, that is sufficient. Some jurists permit him to pronounce the testimony of faith, and the testimony is what he denied. But if he said, "Prayer is not obligatory," and then repented; may Allah accept his repentance, or if he said, "Fasting is not obligatory," and then repented; may Allah accept his repentance, that is sufficient.
