It is permissible. There is no basis for the congregation to raise their hands during supplication on Friday. This is not done. They should say "Ameen" and that is sufficient. They do not raise their hands except in the prayer for rain. When the Prophet (peace and blessings be upon him) made the prayer for rain, he raised his hands, and the people raised their hands.
As for Friday, no. If he supplicates on Friday, he does not raise his hands, and they do not raise their hands. The imam in the Friday sermon does not raise his hands if he is not asking for rain, but is only making the ordinary Friday supplication. He does not raise his hands. Likewise, the congregation listening does not raise their hands on Friday. This is what the Prophet (peace and blessings be upon him) and his Companions did.
When some of the Companions saw some of the rulers raising their hands in the Friday sermon, they disapproved of it and said: The Prophet (peace and blessings be upon him) did not raise his hands on Friday.
The point is: Hands are not raised in the Friday sermon, neither by the imam nor by the congregation.
