We have an organization that helps us with tourism outside the country in the summer. My sisters and my mother would like to travel to Europe, but they do not have a mahram with them. They will be a large group along with the rest of the family. Is it permissible for them to travel, even if their number is large, as they claim? Please note that I will not be traveling with them. Answer: It is not permissible for a woman to travel without a mahram, even if there are many women present. They are not permitted to travel except with a mahram, even if they are a group. This is based on the saying of the Prophet (peace and blessings be upon him):
A woman should not travel except with a mahramلا تسافر امرأة إلا مع ذي محرم

Therefore, it is not permissible for women to travel without a mahram, even to Makkah, even for Hajj, even for 'Umrah. How much less is it permissible to travel to the lands of the disbelievers? Traveling to the lands of the disbelievers is forbidden; it is not permissible for them to travel to the lands of the disbelievers, even with a mahram. They are not permitted to travel to the lands of the disbelievers because there is great danger in doing so. This applies not only to women; likewise, it is not permissible for young men or other people to travel to the lands of the disbelievers, because this involves great danger and much evil. Therefore, it is obligatory to avoid this.
The scholars of knowledge have established and clarified, may Allah have mercy on them, that it is not permissible to travel to the lands of the disbelievers except for a valid cause or pressing need, such as traveling for medical treatment, provided that there is no fear of danger to the person. However, traveling for leisure or tourism in the lands of the disbelievers is not permissible, except for a scholar known for his knowledge and virtue, whose religion is not at risk, in order to call people to Allah, teach the religion of Allah, and guide people to Allah. There is nothing wrong with this, as it falls under the category of calling people to Allah.
As for the travel of ignorant women and young men to the lands of the disbelievers, this involves great danger and is not permissible. If women travel without a mahram, the sin becomes even more severe. Therefore, it is not permissible to travel to the lands of the disbelievers, whether with a mahram or without one. The people of Islam should stay away from this matter and be cautious of it, because it involves much danger.
Even if people have become lax in this matter today, and many of them travel to the lands of the disbelievers, their actions are not a proof, nor are they evidence of permissibility. Rather, it is obligatory for the people of Islam to stay away from this and be cautious of it, and to prevent their women and young men from traveling to the lands of the disbelievers. This is except in cases of dire necessity where there is no alternative, such as when a man or woman travels for medical treatment, and someone accompanies them to monitor, supervise, and care for them, so that they do not fall into evil, and so that they do not become prey to the disbelievers and the callers to disbelief.
As for one who has knowledge, insight, and strength in this matter, such that he is able to call people to Allah, guide them to Allah, teach people the religion, and call the disbelievers to enter Islam, then there is no blame on him if he has knowledge and insight, and if he does not fear fitnah for himself. Yes.

The Shaykh: Yes, yes. We advise all our brothers not to assist in this. We advise fathers, mothers, brothers, and all people; we advise them not to assist in traveling to the lands of the disbelievers, because this travel involves much danger, which is well known. How many travelers have returned without their religion, or returned with their religion greatly deficient? It is necessary for all those in charge, and for fathers, mothers, brothers, and relatives, not to assist in the travel of young men or women abroad, to the lands of the disbelievers, because the travel of everyone to the lands of the disbelievers involves great danger and much evil. We ask Allah for well-being for everyone.
