Question:
Our brother is asking about the trousers if they are long, does that count as isbal or not?

Answer:
Isbal is when the garment hangs below the ankle in the case of a man. If the clothing hangs below the ankle in the case of a man, that is isbal, whether the garment is a shirt, trousers, pants, an izar, or anything else that a man wears.
It is obligatory that it end at the ankle, from the middle of the shin to the ankle. Everything below the knee is not an awrah (part of the body that must be covered); the knee and what is below it is not an awrah. It is better for the clothing to be to the middle of the shin, and then lowered to the ankle. Anything more than this is munkar (what is wrong) and isbal.
The Prophet (peace and blessings be upon him) said in the authentic hadith:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
, narrated by al-Bukhari in the Sahih. The izar is an example that includes the izar, pants, the bisht, the shirt, the trousers, and anything else.
It is obligatory to stop at the limit set by the Shari'ah. If one lets the clothes hang down with the intention of arrogance, ostentation, and grandiosity, the sin becomes greater, as the Prophet (peace and blessings be upon him) said:
Whoever arrogantly drags his garment, Allah will not look at him on the Day of Judgement.من جر ثوبه خيلاء لم ينظر الله إليه يوم القيامة

And if one is lax in this and does not intend ostentation but is lax, it is also prohibited; because it is extravagance; and because it is a means to ostentation; and the common case is that one does it for ostentation; and because it exposes the clothes to filth and impurities, so it is not permissible to let them hang below the ankle.
As for if it loosens without his intention, such as the string of his shirt coming undone and he checks it and takes care of it, this does not harm him, as al-Siddiq (may Allah be pleased with him) said when he heard the hadith:
O Messenger of Allah! My izar slips off me unless I attend to it. He said: You are not one who does it out of arrogance.يا رسول الله! إن إزاري يتفلت علي إلا أن أتعاهده، قال: لست ممن يفعله كبرًا

The point is that if his izar or something else unties on him and then he attends to it, strives, and corrects it, this does not harm him. But as for one who intentionally does that and leaves it and drags it, this is the munkar and this is the crime, so it is not permissible at all. We ask Allah for guidance for everyone.
As for the woman, there is nothing wrong with her letting her clothes hang down until they cover her feet; because the Messenger (peace and blessings be upon him) was asked about that, so he granted the women a dispensation of a shibr (handspan), so some of them said: their feet are exposed, so he granted a dispensation of a handspan without increase. Yes.
