The answer: The correct view is that there is zakah on gold intended for wearing, and likewise on silver. Some scholars have held that there is no zakah on it if it is intended for wearing or is actually worn, but the correct view is that there is zakah on all of it: what is worn, what is intended for wearing, and what is not. This is because it is established from the Prophet (peace and blessings be upon him) what indicates this. So if a woman has gold that reaches the nisab, which is twenty mithqals, and its amount in Saudi pounds is eleven and a half pounds, or eighty-two grams if it reaches this amount, then there is zakah on it, and likewise if it is more. It is one-tenth of a tenth, which is twenty-five out of a thousand, whether it is worn, intended for wearing, or otherwise. This is the correct view.
And it is established from him (peace and blessings be upon him)
He saw a woman with two gold bracelets on her daughter and said: Do you pay the zakah of this? She said: No. He said: Would you like Allah to put two bracelets of fire on you on the Day of Resurrection? If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with themما من صاحب ذهب ولا فضة لا يؤدي زكاتها -وفي اللفظ الآخر: حقها- إلا إذا كان يوم القيامة صفحت له صفائح من نار فيكوى بها جنبه وجبينه وظهره
