Question:
May Your Eminence, peace be upon you and Allah’s mercy and blessings, and after that: A man has a wife and young daughters, and he has gold. Is there zakat in it? And what is the amount of the nisab? May Allah guide you.

Answer:
The scholars (may Allah have mercy on them) differed regarding the gold and silver that women adorn themselves with, and there are two opinions: The first is that zakat is due in it, even if it is worn. The second is that there is no zakat in it because it is being used.
The correct of the two opinions is that zakat is obligatory in it, based on evidence that has come regarding this, among which is his saying (peace and blessings be upon him):
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them.ما من صاحب ذهب، ولا فضة لا يؤدي زكاتها إلا إذا كان يوم القيامة؛ صفحت له صفائح من نار، فيحمى عليها في نار جهنم، فيكوى بها جبينه، وجنبه، وظهره...

And among them is what is established from the hadith of Abdullah ibn Amr ibn al-As (may Allah be pleased with them both) that a woman entered upon the Prophet (peace and blessings be upon him) and on her hands were two bracelets of gold, so he said:
Do you give the zakat of this?أتعطين زكاة هذا
, she said: No, he said:
Are you pleased that Allah may put two bangles of fire on your hands?يسرك أن يسورك الله بهما يوم القيامة سوارين من نار؟

So she threw them down and said: They are for Allah and His Messenger!
And what is also established from the hadith of Umm Salama (may Allah be pleased with her) that she used to wear ornaments of gold, so she said: O Messenger of Allah, is this hoarded wealth? He said:
Whatever reaches the threshold is purified by zakat, so it is not hoarded wealth.ما بلغ يزكى فزكي فليس بكنز
And he did not say to her: This is jewelry in which there is no zakat.
As for the hadith:

it is a weak hadith according to the people of knowledge. For this reason, a group of the people of knowledge, from the Companions and those after them, held that zakat is obligatory in it for these general and specific evidences. So if a lunar year passes over it and it reaches the nisab, it is purified by zakat. And if it is less than the nisab, there is no zakat in it.
The nisab is twenty mithqals, which is approximately 92 grams of gold. Its amount in Saudi riyals is 11 riyals and three-sevenths of a riyal, meaning eleven and a half riyals. If the jewelry reaches this amount, it is purified by a quarter of a tenth, twenty-five from every thousand. And if it is less than that, there is no zakat in it. Silver is one hundred and forty mithqals, this is its nisab, and its amount in silver dirhams is fifty-six riyals. If the currency reaches this amount, zakat becomes obligatory in it, otherwise not.
And the zakat is a quarter of a tenth in all of it, in gold and silver, and in trade goods a quarter of a tenth, twenty-five from every thousand, and two and a half dirhams from every hundred.
