Answer: Drawing has two meanings: The first is drawing images of living beings. The Sunnah has come with its prohibition, so it is not permissible to draw living beings; due to the saying of the Prophet (peace and blessings be upon him) in the authentic hadith:Mishkat al-Masabih 4498, and his saying (peace and blessings be upon him): Sahih Muslim 2109a; and his saying (peace and blessings be upon him): Sunan an-Nasa'i 5362Sahih (Darussalam); and because he (peace and blessings be upon him) cursed the one who consumes riba (usury or interest) and the one who gives it, and cursed the image-maker. This indicates the prohibition of image-making. The scholars have explained this as drawing living beings, such as animals, humans, and birds.
As for drawing what has no life, which is the second meaning, there is no harm in it, such as drawing a mountain, trees, an airplane, a car, and the like. There is no harm in this according to the scholars of knowledge.
An exception to the forbidden drawing is what dire necessity calls for, such as drawing images of criminals so that they may be warned and so that they may be captured, or images of a person whose likeness is essential and cannot be obtained except by that means. He is excused because he has a pressing need for the likeness. Likewise, what dire necessity calls for: if the one in authority sees that dire necessity calls for drawing this thing due to its danger, and for the purpose of the safety of the Muslims from its evil so that it is known, or for other reasons, then there is nothing wrong with it.
