Advice for those afflicted with obeying rulers in sin, and for those afflicted with rebelling against them.

The Shaykh : Therefore, we advise the young Muslim who is afflicted with obeying rulers in sin that there is no obedience to a created being in disobedience to the Creator. And as for those among them who are afflicted with rebelling against them and declaring them disbelievers because these rulers have transgressed some of the rulings of their religion, we also advise these people not to rebel. First, rebellion is conditional upon the condition mentioned earlier, which is that they do not establish prayer. And another point I will mention on this occasion, please.
Shuqara: Our Shaykh, may Allah bless you, regarding the issue of establishing prayer, does this include, for example, opening the mosques and allowing people to form congregations?

The Shaykh : There is no doubt that establishing prayer is not realized except by taking its causes.
