The second question asks: Is it permissible to replace the sacrificial animal with its price and distribute it to the poor when I return to my country? Please inform us, may Allah reward you.
Answer: It is not permissible to substitute the price for the sacrificial animal, because this is contrary to the Shari'ah of Allah and contrary to what Allah has made obligatory. Rather, it is obligatory to purchase the sacrificial animal and slaughter it, then eat from it, feed people, give charity, and send gifts, and praise be to Allah. He slaughters it in Mina or in Makkah, and he has no right to substitute its price in his country or in any other place. He does not distribute it, neither in Makkah nor in his country. Rather, the sacrificial animal is obligatory upon him whenever he is able to provide it. If he is unable, he fasts ten days, as mentioned previously. Yes.
