And so is justice between them, in that one adjudicates between them and is just between them and their opponents, and we do not oppress them. This is the obligation of Islam, which obliges its people to be just and not to oppress. [Al-An'am: 152], and He the Exalted says: [Al-Ma'idah: 8], and He the Exalted says: [An-Nahl: 90].
So justice is obligatory between the Muslim and the disbeliever, and doing good to the disbeliever who is not at war with us is permissible. لا تبدؤوا اليهود ولا النصارى بالسلام، وإذا لقيتم أحدهم في طريق؛ فاضطروه إلى أضيقهAllah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them
لَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْAnd so is justice between them, in that one adjudicates between them and is just between them and their opponents, and we do not oppress them.
