Question:
Is it permissible to fast or give charity instead of the blood (sacrifice) as a choice, or does the blood take precedence?

Answer:
No, for the sacrificial animal of Tamattu' and Qiran, the blood is mandatory; charity does not suffice in it, nor does money. As for others, such as the expiation for a violation where one intentionally covered his head or intentionally applied perfume, one is given a choice between: fasting for three days, or slaughtering a sheep, or feeding six poor people. One is given a choice if he covered his head, or wore sewn clothing intentionally while remembering, or applied perfume, or trimmed his nails, or shaved his hair. In these five matters, one of three things is required: either fasting for three days in any location, or feeding six poor people, with each poor person receiving half a sa' (a dry measure of about 3 kg), or slaughtering a sheep in the Haram (the sacred precinct) in Makkah.
