Ruling on a labor recruitment agency’s violation regarding employee salaries

Machine translationRead the Arabic original
Question:
I am sponsoring a person, and I wish to bring his wife to him in accordance with our prior agreement. However, the recruitment agency requires that this sponsored person’s salary be no less than five thousand riyals, along with the provision of housing and transportation. This contradicts what was originally agreed upon between me and him. Please note that if I wrote him the amount the recruitment agency requires, it would cause him no material or moral harm; rather, I would have fulfilled my promise to this sponsored person by bringing his wife to him. What is your opinion, Your Eminence?

Answer:
It is obligatory to follow the instructions, for they were not established except for the sake of benefit and wisdom, so that suitable living conditions are provided for them. If the instructions are violated, the matter becomes defective, the system is disrupted, and people who harm the country are brought in. Therefore, it is obligatory for you to follow the system established for you and the instructions set for you, and not to accept anyone except within the limits set for you and the conditions imposed on you in this regard. If the system requires five thousand riyals, otherwise you do not bring his wife...
Explain to the authorities that this is less than what I have set for him, but I want to bring his family to him, and ask them to permit this for such and such reasons. State the reasons they know, perhaps they will agree, or you may increase his salary yourself. There is no harm if you wish to increase his salary for other tasks he performs, or the like, so that the intended purpose of working according to the instructions is achieved, and your companion who wants his family is at ease.
