Hiring disbelievers is one of the great calamities in this Peninsula. The Prophet (peace and blessings be upon him) instructed that they be expelled from the Peninsula and said:. It is the place where revelation descended and the source of the message. Therefore, it is obligatory to purify it from disbelievers, except in cases of necessity: such as one who comes to sell provisions or goods and then returns, or one who comes to meet the ruler as an envoy from his country, or the like.
As for hiring them to work in the Peninsula and reside there, this is dangerous. The apparent evidence prohibits it, except for a need that the ruler specifically identifies as being in the interest of the Muslims: such as a doctor whose services are needed, or a worker whose services are needed to repair weapons, or the like.
For this reason, the Prophet (peace and blessings be upon him) employed the Jews of Khaybar out of necessity, and then 'Umar expelled them. The Messenger of Allah (peace and blessings be upon him) continued to accept the envoys sent from their countries, taking from them and giving to them in return for what they brought to him.
As for hiring them in this manner for service: as drivers, servants, or workers, this is not permissible. It is obligatory for the rulers—may Allah guide them—to restrict this matter and to strive to eliminate and reduce it as much as possible. The Custodian of the Two Holy Mosques has promised to do so—may Allah guide him—and we ask Allah to help in its implementation.

It is obligatory to advise one another in this matter, to be earnest and to give sincere advice to Allah and His servants, and not to prefer the worldly life with false claims: that these people are cheaper, or: that these people are more sincere, or: that these people are working all the time. All of this is false. The Muslim is more sincere and better. If the Muslim falls short, it is due to the weakness of his faith and the weakness of his Islam. If his faith is strong, he will be more sincere than the disbeliever and will perform the task better than the disbeliever. Therefore, no one fails in a trust except one whose Islam is weak, or who is not a Muslim.
