Question:
The Holy Qur'an Radio in Makkah al-Mukarramah, between six and eight in the evening, has women and young girls recite the Holy Qur'an in a program called "Youth in the Sanctuary of the Qur'an." Is this action permissible, especially since the Messenger of Allah (peace and blessings be upon him) ordered women not to raise their voices in the talbiyah? How do we reconcile these two things?

Answer:
...And this is only the opinion of the scholars. The scholars held that it is better for them to lower their voices in the talbiyah and the like; because some people may be tempted by some voices. Otherwise, their voices are not 'awrah (exposed parts). In their needs, they used to address the Prophet (peace and blessings be upon him), and the women would hear and ask about their needs. Her voice, absolutely, is not 'awrah. Rather, the 'awrah is the submission of her voice—meaning the submission in her voice—and the coquettishness of her voice, by His saying (Exalted and Majestic is He):
then do not be soft in speech [to men], lest he in whose heart is disease should covetفَلَا تَخْضَعْنَ بِالْقَوْلِ فَيَطْمَعَ الَّذِي فِي قَلْبِهِ مَرَضٌ
[Al-Ahzab: 32].
As for the nature of a woman's voice, it is not 'awrah. She may speak with men, ask about her needs, sell, and buy... But for her to be submissive in speech with coquettishness, and something that makes those weak in faith desire her, that is the evil. However, this is a program for youth in the Qur'an; we will look into it—if Allah wills—and do what is required, if Allah wills.
