It is said that if the matter were as you state, then the man who has intercourse with his wife would have to perform two full ritual baths. But since there are hadiths stating that if a man inserts his penis and does not ejaculate, he must perform a full ritual bath, and if he ejaculates, he must perform a full ritual bath, then the two obligations coincide. So we say he must perform two full ritual baths.
