Question:
There is no doubt that it is obligatory for one who has learned the Qur'an to teach it to the Muslims and their children, and this includes reciting it and teaching its rulings.
The question is: Is it permissible in the Shari'ah for the teacher to receive a wage from the Muslim treasury for his teaching? And is it permissible for the teacher to accept a gift from the student, considering that he is a role model for him?

Answer:
Teaching is among the most important matters. For this reason, he (peace and blessings be upon him) said:
The best among you is he who learns and teaches the Qur'an.خيركم من تعلم القرآن وعلمه
Sunan Abi Dawud 1452Sahih (Al-Albani)
Thus, teaching the Book of Allah is among the best acts of drawing near to Him and among the best acts of obedience. The purpose of this is to act upon it, take from what is in it, and adhere to it. Therefore, teaching it is among the best acts of drawing near to Him and among the best acts of obedience.
If people do not volunteer to do so, it becomes incumbent upon the rulers to support teachers who teach people in their schools and mosques, so that those who do not know it may learn it. And it is incumbent upon the one who has knowledge and has learned it to act in accordance with his knowledge of this great Book, for the purpose of its revelation is to act upon it, call to it, and adhere to what it guides to.
There is no harm in the teacher taking a wage for this, because he may devote himself to this matter and cut off other means of livelihood. There is no objection to giving him a wage, according to the stronger of the two opinions of the scholars, due to his (peace and blessings be upon him) statement in the hadith of Ibn 'Abbas:
You are most entitled to take wages for doing a Ruqya with Allah's Book.إن أحق ما أخذتم عليه أجرا كتاب الله

narrated by al-Bukhari in the Sahih. There is also no objection to giving the student a monthly, annual, or one-time stipend so that he may devote himself to learning and adhere to it. There is no harm in any of this, because this is encouragement to teach the Book of Allah and to learn the Book of Allah.
