Answer: The disbelievers. That is, do not fear the disbelievers, even if they threaten you or speak against you, for they will not harm you except by way of annoyance. They annoy you. The disbelievers annoy the Muslims, there is no doubt about that, and they harass them; but the Muslims are patient regarding what they are upon in their religion and what they are upon, and the outcome will be for them, this is if they hold fast to their religion. But if the Muslims neglect their religion, the disbelievers will harm them, and Allah will set them over them.
