What is the ruling on leaving off Hajj while having the ability to perform it?

Answer:
It is not permissible to leave off the obligatory Hajj while having the ability to perform it; rather, one should hasten to perform it. If he leaves it off, the one in authority must compel him to do so, because it is obligatory and a pillar of Islam. As for if it is a voluntary Hajj, the matter is broad: if he wishes, he performs Hajj, and if he wishes, he does not. If he wants to increase in good and increase in reward, he performs Hajj. And if he does not perform it, there is no blame on him, because it is a recommended practice (sunnah).
