The time of abstaining: Is it linked to fasting?

Machine translationRead the Arabic original
Q3: Is the adhan considered the time for abstaining, and what is the ruling on one who drinks after hearing the adhan, even though Allah (Glorified and Exalted is He) says:
And eat and drink until the white thread of dawn becomes distinct to you from the black thread [of night]وَكُلُوا وَاشْرَبُوا حَتَّى يَتَبَيَّنَ لَكُمُ الْخَيْطُ الأَبْيَضُ مِنَ الْخَيْطِ الأَسْوَدِ مِنَ الْفَجْرِ
[Al-Baqarah 2:187]
?

A3: If the adhan is for the appearance of the dawn, it is not permissible to eat or drink after it. However, if it is before the appearance of the dawn, there is no harm in eating or drinking after it; because the criterion is the appearance of the dawn, as Allah the Exalted said:
And eat and drink until the white thread of dawn becomes distinct to you from the black thread [of night]وَكُلُوا وَاشْرَبُوا حَتَّى يَتَبَيَّنَ لَكُمُ الْخَيْطُ الأَبْيَضُ مِنَ الْخَيْطِ الأَسْوَدِ مِنَ الْفَجْرِ
[Al-Baqarah 2:187]
. And if he is in doubt about it, the safest course for him is to refrain from eating and drinking, in accordance with the saying of the Prophet (peace and blessings be upon him):
So he, who saves himself from these doubtful things, saves his religion and his honorمن اتقى الشبهات فقد استبرأ لدينه وعرضه
Bulugh al-Maram 16:32
.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
